OC4IDS 0.9.3: Increased CoST IDS coverage and clearer documentation

Hi all,

A patch release of the Open Contracting for Infrastructure Data Standard (OC4IDS) has been drafted and is available for preview in English and Spanish.

Changes

The main changes in this release are to expand the schema, codelists, and mapping documentation to cover the reactive disclosure elements from the CoST IDS, and to improve the clarity of the Getting Started documentation. Notable changes are listed below. You can also consult the full changelog in English and Spanish

Schema and codelists

  • Add forecasts and metrics fields, which can be used to publish implementation progress reports.
  • Add a field and class for natural persons, which can be used to publish project and contract officials.
  • Add contractingProcesses/summary/transactions, which can be used to publish disbursement records.
  • Add new codes to the documentType codelist:

    • socialImpact
    • resettlementPlan
    • financialAgreement
    • budgetAmendmentApproval
    • technicalAuditReport
    • financialAuditReport
    • escalationApproval
    • qualityAssuranceReport
    • incorporationCertificate
    • contractAmendment
    • designReport
    • paymentCertificate
  • Update fields and codes shared with OCDS for PPPs 1.0.0-beta2 and OCDS 1.1.5.

  • Add stricter validation rules to catch empty arrays, objects, and strings.

Documentation

  • Separate the CoST IDS to OC4IDS mapping and the OCDS to OC4IDS mapping documentation.
  • Add the reactive disclosure elements from the CoST IDS to the mapping documentation.
  • Update the OCDS to OC4IDS mapping documentation to reflect the logic used in OCDS Kit’s convert-to-oc4ids command .
  • Improve the clarity of the Getting Started documentation.

In all, 41 issues were closed.

What’s next

We plan to add an extensions mechanism to enable publishers to document the meaning, structure and format of additional fields.

You can check draft or published OC4IDS data against the new version of the schema using the OC4IDS Data Review Tool.

The Data Review Tool also has a new feature: it now provides feedback on which OC4IDS fields are populated in your data.
