Provide correct filtering criterion of FlowObjectiveIntent

Hello all,

I am working on ONOS-6397.

The goal is to provide correct filtering criterion according to filtering connected point or encapsulation label/tag.

Currently, the compiler will use all criterion from selector in forwarding instruction generated by compiler.

However, the selector might contains lots of unnecessary criterion to the pipeline.

I think we can setup filtering condition according to ingress/egress filtered connected port and encapsulation constraint.

Applications can change conditions of filtering objective according to the in/egress port or encapsulation constraint.

To create a filtering objective, the work flow looks like:

I need some suggestion of this part before I modify the compiler.
