Non-disruptive intent reallocation

Michele and I have just finished the implementation of the non-disruptive intent reallocation. We discussed this new feature during the ONOS TST of 3/15/2017.

I'm going to publish a new review on Gerrit. So you can check the new code and comment/accept it.
