Some onos-* tools moved

Hi everyone,

This is just a heads up that a few tools have moved from tools/test/bin to tools/dev/bin, because they are fundamentally more of a dev rather than test nature. Both places are on your path so if you are using the dev/bash_profile in your shell profile, at most you will need to refresh your shell.

The dev/bin now includes these tools:

• onos-build-selective  (a.k.a. obs) - builds only projects where sources changed relative to target
• onos-create-app - friendly wrapper for mvn archetype:generate ...
• onos-app - friendly wrapper for REST API against /onos/v1/apps
• onos-karaf  (a.k.a. ok) - friendly wrapper to invoke onos-setup-karaf and launch karaf in one go
• onos-setup-karaf - downloads, if needed, and configures Apache Karaf for ONOS
• onos-local-log  (a.k.a. tl) - monitors local Apache Karaf / ONOS log
• onos-update-bundle - updates a bundle in running Karaf; to be used for core bundles, not for apps which are already easily updatable
