Doubt in set of perfect squares

While describing natural numbers the lecturer said that the set of natural numbers start with 0(zero) and by definition of perfect squares Zero can be considered as a perfect square so why didn't we consider zero as an element of a set of perfect squares.

Can we say this,
A set of perfect squares= {0,1,4,9,16,25} ?
