Deteriorating Road Surfaces -Billow Road

My wife owns 307 Billow Road.  We are very concerned about the deteriorated condition of the asphalt surface north of Shore Road.  There are portions of Billow Road  where the asphalt has disintegrated to the point that there is only gravel and in some places it is only dirt.  In other places there is grass growing through the cracks in the asphalt! We have not complained prior to this because we were anticipating a timely completion  of the proposed water and sewer project. However,since there does not appear to be in end in sight for this project, we feel that this road (and most likely others) needs to be repaired
