1)In the slide presentation on page 13, item III it states that "water usage will be used to approximate flows to sewer" and there is a $1000.00 cost of meter charge (if not connected to CT Water)
In May 2020 the BOG approved that "...all residents equally share in the cost (benefit assessment), of operation and maintenance and usage of the sewer infrastructure system"
This vote was taken after discussion and knowledge that Point O Woods also charges their residents equally for the operation and maintenance and usage.
This $1000.00 charge should be removed.
2) vote for supplemental bonding
The original vote on August 11, 2012 for the $9,700,000 bonding was a secret ballot and publicized in the Hartford Courant preceded by a mailing to each homeowner - at that meeting vote checkers were appointed to verify the votes.
Please explain how a secret ballot can be held via zoom and protect the integrity of ballots and any motorized proxy votes.
3) Does OLS have a voting protocol that at least so many residents must vote and is there a percentage of votes required to pass the referendum?
4) How is the $15,000,000 additional funding from DEEP to be allocated to the 4 entities (OLS, OC,Miami, Town) and how are the funds to be monitored?
5) Has the WPCA pursued additional funding from the Dept of Health, Drinking Water State Revolving Funds to assist well owners to connect to the water system?
6) What entity will be responsible for the operation and maintenance, and allocation of expenses of the entire sewer system?
