I previously passed along an email about the Windows Screen Reader Primer, 3rd Edition having been recorded in the United States by the National Library Service through the BARD program.

I was alerted to the more recent 4th Edition which is only available as text through the Carroll Center for the Blind…

I reached out to the NLS BARD program and got the following response.  Again, this is primarily for Patron's of the NLS BARD Program in the United States.  Or, citizens of the US living abroad, but others may want to check with their country's library to see if books can be obtained through the Marrakesh Treaty.

Their response was:

NLS is now inviting patrons to request books or magazines to be added to the collection. The Collection Development Section will review your recommendations and consider the titles that meet their collection-building policy. Only books that were published within the past five years will be considered. Please visit www.loc.gov/nls/about/organization/standards-guidelines/collection-building-policy for more information. You must use the link for the book recommendation form

https://docs.google.com/forms/d/e/1FAIpQLSfbtt1oprs4e-L-pOEbTyuRmJ7-x0v0a1fZbX7DOCz93WaCJA/viewform on the web page to make your request. Contact your local network library  if you encounter issues using this form.

I submitted a form for the 4th edition of David Kingsberry's book.

Time will tell.  Others could echo the request I'm sure.
