Are there any truly accessible free VPN programs? I just installed
Proton, but many options and settings are not being read by NVDA.

There is an free vpn service up to 10 gb per month.
I have installed it on win10 aqnd seems not accessible. You can also
install the extension for your browser and that is accessible.
I have also used the vpn app on the iphone and that is also doable.

It isn't  sorry, must have missed that bit. Open VPN is free and the bits I use at work seem to be  accessible, but it requires quite a bit of setup.

Hide.me has a free plan and looks good. I have not used it, so don't
know about accessibility.

PrivadoVPN is an other one you can look to.
