I can’t confirm this my end. NVDA says Numlock On, or Numlock Off, so it tells you what state it is in.

What command are you using? In NVDA, the command is shift left click key, that is, the key immediately to the right of the num lock to lock and unlock the mouse.

Are you sure of that. I have a Del computer and it says (numloc on, or numpad off.)

Your question suggests some sort of problem, perhaps in Windows or an NVDA add-on, perhaps keeping the numlock from turning on, so you always hear unlocked when you issue the command. Those with more technical knowledge may know of such a setting in Windows, or perhaps an NVDA add-on that forces the numlock to stay off.
Regarding hearing commands like control, assuming an add-on isn't causing the behavior, check the NVDA setting speak command keys. It is in they keyboard dialog, NVDA+control+k. It should be unchecked to not hear such keys announced. If checked, uncheck it with the space bar, then activate the OK button.
