Proposal for Collaboration - CORAL

Hi there, good afternoon!

My name's Randy Miller and I have been independently developing an experimental framework for exploring dynamical systems, CORAL. I recently learned of GSoC on April 6th, and created this proposal for NumFocus as I could use some feedback. Regrettably, I had recorded the timezone as GMT, and just missed the deadline for formal submission. 

Regardless, I hope the project is of some interest to your organization, even if informally, as it creates a novel framework around an open problem. I have attached my proposal for your review, and am happy to submit any supplementary information if desired.
