Effectiveness of the mangement styles

I have a question about what is happening in this video at 00:17:15 -

Is the effectiveness sequence is top to bottom, as shown in the slide? though I do not see that, but this slide illustration is used in other places, where the effectiveness maturity is shown this way, hence the question..
