here which 'ihr' are you referring?

Hello,

Here, "ihr" is used as the dative form of "sie" meaning "her".ย 
Die Stiefel gefallen ihr nicht. - She did not like the shoes.

why the sentence according to he given answers is -- The Shoes pleases her
Sir am I correct?

But Sir, why can't we say like this -- She does not pleased by the shoes ( Die Stiefel gefallen Sie nicht )

The sentence is "Die Stiefel gefallen ihr nicht." which means "She does not like the shoes." and not "The shoe pleases her."

We cannot use sie (as she) because the verb "gefallen" always requires Dativ form. And the Dativ form of "sie" (she) is "ihr".
