Hello!
According to me, reflection spot questions should not be set for grading as the purpose of reflection spot is more to engage the learner and involve him in doing micropractice of the concepts being discussed. Such spots help learners to reflect on their learning and express their thinking. An important part of the reflection spot is to close the loop in which the instructor takes into account responses to the question posed and gives feedback. This helps learners check their responses and develop a better understanding of the concept. Bringing it under the ambit of grading will not only create problem in terms of structure, as questions are being asked inside a lecture/LeD, and might discourage learners as it might constrain their expressive thinking as they'll be more inclined towards "getting it right." Reflection spot questions are more of a formative assessment.
It'll be interesting to see what others think about it.
