Regarding your specific question on whether all colleges can create such MOOCs:
It really depends on what metrics and standards you are setting for the various aspects of the course. What will be difficult for all colleges to replicate are:
1. Creating high quality videos (HD) with higher production quality (i.e. with interactions, superior post-production etc.)
2. Handling numbers > 300 learners within a learning management system.
3. Allocating resources like TA, Instructional Designer, Video Team etc.

However, what any teacher can do is intelligently integrate portions of MOOC within their regular classroom (face-to-face or online).Hope this clarifies your question.
