fragmented data is merged at which step

I have a question about what is happening in this video at 00:06:57 -

sir, when the data is entering in N2 then it is being fragmented fine, but my question is who will merge that fragmented data router or node? i guess router but which router the exit of N2 router or the entry of N4 router..
