The correct difference between inferential and descriptive statistics.

For descriptive stats the question would always describe the data rather than making any kind of conclusions , also most of the time it will have summary of data regarding the 'population' rather than the 'sample' of the population .
For inferential stats it will tell us the conclusions based on the "sample" of the data.

If we are drawing any conclusions or making predictions from sample to represent population then they come under Inferential Statistics. 
Descriptive is just describing or summary of the data you have like mean ,median ,mode etc.
