Why are reports not an appropriate answer for unstructured data? what sort of 'reports' is the question referring to, as there can be various connotations of that?

Reports contain files which can be arranged in certain order, like in order of date..

But reports can also mean literature write-ups. As the 'report' category is not clearly defined its difficult to make a conclusive statement regarding the nature of its data type.
