Course support team
In lecture professor told that if row(column) relative frequency is similar then the variables are not associated. Can we quantify what we mean by similar, I mean what should the difference or range with in which we can say that they are similar

There is no such optimal value up to where we are to consider them as the same, it is just an intuition.
