can anyone tell me why time is not the case but 9 10 10 30 is case in this scenario?

Time can not be case as time is a variable, it is varying and also each variable has its own column and here time has its own column. While, 9:00, 9:30 are cases as these are the time at which the data is collected and also here rows represents cases : 9:00, 9:30 for which the data is collected.

Time is a variable because its values are varying such as 2:00 AM, 2:30 AM.. and so on, moreover, it has its own column therefore, time is a variable and 2:00 AM, 2:00 AM.. are observations.
