how is it calculated as 9 stem in the plot it is confusing can anyone explain this ???

their they are telling that we need to include the stems even without leaves also so we'll have to take into consideration everything between the minimum and the maximum value so when we look at options
1) their will only be 2 stems possible that is 0 and 1
2) his can actually have 9 stems as starting from 05 to 13
3) 4) it will actually have many many stems since we'll need to include all the numbers between minimum nd maximum.
