Why is the second option not correct and the fourth option correct?

In the second option when they talk about the grouping of categories, the grouping of categories is done for categories with smaller frequency values when we have a large number of categories as explained by the professor in the lectures.  So, the grouping of categories by the same frequencies is an incorrect option.

Regarding the fourth option, we can convert the bar chart into the pie chart always since we can find relative frequencies always from bar chart. From pie chart to bar chart it is possible if you have frequency count too in the data, but frequency need not be there always in the pie chart. So, a pie chart cannot be converted to bar chart always. We will review this option and give clarification.
