HOW CAN A PIE CHART AND  BAR GRAPH BE ALWAYS INTERCHANGEABLE?

Can you elaborate on what you're thinking?  Why do you think this is NOT possible?

If you use relative frequencies with a pie chart, you'll be able to represent same information as in bar chart.  Further, you might use annotations to represent the absolute data value in both graphs.

Sorry i framed the question in a wrong way, i was wondering if there are any exceptions

I think that is a valid question. Exceptions. 

Basically, it’s all about the objective of the visualisation. If you’re representing parts of a whole, it makes sense to use a pie chart. However, if the variables are independent of each other, bar chart is good enough but pie chart can be be very inappropriate or at least misleading.
