Can someone please tell me with reason why correct answer is ordinal scale since the time is given as intervals?

But the interval is not the same . The third option more than 60  and first option less than 30 create the problem. So , it is not interval but ordinal scale.

It is already defined into four groups with condition. There is no possibility of individual time measurement.
