As per the answer, I have made the stem & leaf plot. Attached the plot.

However, the stem count is not 9, as required in the question. What's the mistake I have done ?

You have missed the stems corresponding to 06 and 12. They need to be included.

How do we get stems corresponding to 06 and 12 from the values given?

These are the values given in the question.

1034.6, 1078.9, 1304.1, 859.7, 1164.8, 1023.1, 937.8, 1165.1, 937.1, 743.1, 790.6, 987.9, 1138.8, 598.1

Stems you have to mention with no leaves. A note is also given in that question. Please check.

Based on the data published in the Statistical Hand Book (SHB) – 2020 by the Department of Economics and Statistics, Government of Tamil Nadu, the average rainfall recorded in Tamil Nadu during the period 2005-06 to 2018-19 are as follows:(all values are given in mm)

1034.6, 1078.9, 1304.1, 859.7, 1164.8, 1023.1, 937.8, 1165.1, 937.1, 743.1, 790.6, 987.9, 1138.8, 598.1

What scale should we use in stem and leaf plot such that there are exactly 9 stems in the plot?

Note: Also include the stems which do not have leaves.

There are no values corresponding to stems with 06 and 12.Please clarify and tell us the exact answer for stem and leaf plot constructed using the scale : 05 | 981 means 598.1 mm .

The stems are from 05 to 13, excluding 06 and 12, we have to include these as mentioned in note.
