Hi,

Time, temperature and relative humidity varies as can be seen from the data and hence are variables.

But, for a particular time, e.g. 9 A.M. we recorded the temperature as 27 C and realtive humidity as 30 %.

Same as with 9:30 A.M, 10:00 A.M, 10:30 A.M, etc. Hence 9 A.M. 9:30 A.M. 10 A.M. 10:30 A.M. etc. are the cases.

can something be both the variable and the case?

Time is a variable but values of time like 9 AM, 9:30 AM, 10 AM etcetera are cases.
