Why is the answer "Both missing baseline and Manipulated Y axis" not correct? The below question represents a graph starting from value 30 on the Y axis and there is no Y axis break mentioned.

Manipulated y-axis simply means the y-axis is not scaled well.
here the y-axis is scaled well with the difference of 5 from 30 to 65 percentage. Because, somewhere between 60 to 65% max voters present.
If it was say 10% difference from 30 to 100 then it would represent bars with very less height, because max is between 60 to 65% and y axis would have over-scaled. This would have been inappropriate.
This is y-axis manipulation.
so we have to scale y-axis according to given data. Which is scaled in above data.  
In the question above, the bars are disproportionate due to missing baseline. hence the answer.
