clearly given that lines intersect at an acute angle (theta) and an obtuse angle (phi) so theta and phi can never be 90 and hence m1*m2 is never equal to -1.
so option (b) should also be correct.

Exactly! If two lines are intersecting and not producing right angles means m1*m2 is not equals to -1.
