If RR is a function then it is a bijective function on X×Y , where X is the set of all values on the x − axis, and Y is the set of all values on the y − axis.  
This function is not onto[surjective]. Co domain is not equal to the range. So, there is  no possibility of bijective function.

Dear learner,
If you are taking R as given and you will take the domain set as {-2, -1, 0, 1, 2} and range set as {0, 1, 2,  3, 4}  then this R is actually a bijective function.

Yes, that time co domain is 
Y={0,1,2,3,4}  
which perfectly match with range. But , here the issue is asked about  6 th option not the 7 th one,
