Hello,

Please note that x and y co-ordinates are reversed in the question. The solution is provided for y = x^2 -6x+k. Can you please solve for x= y^2 -6y+k?

The parabola is not upside (open up) or  downside ( open down) but right open or left open. 
when x=0
then y^2-6y+k =0
The roots will be the y intercepts.
when y=0
then x=k. , x intercepts

In tutorial, it is shown correct.
For the condition that it touches x axis once implies that vertex point on the x axis.

If in your assumption (when f(y) is a function of x and x is a quadratic equation)it was mentioned that the curve touches y axis at a point then then root same and at vertex point.
