in question no. 3, can the square root not take +/- value? how is it (sqrt 3x+15) always non negative?

that's the convention and also a requirement when they appear as functions.
y = f(x) will be a function, y can't have two values for one x-value. Thus, for
y = sqrt(x) to be a function, it's required that we take only positive square-roots of x.
