I think it's.  

A perfect square is a number that can be expressed as the product of two equal integers.  That's the definition. 

Since, 0 = 0 * 0, 0 is a perfect square.

Hi Rohit, The definition of perfect square in the set of natural numbers can be taken as follows: 
A natural number is called a perfect square if square root of it is a natural number. 
Square root of 0 is nothing but 0, which is a natural number. Hence 0 is a perfect square.
