Tried using vpn but now its not working again ... we cant proceed with this issue and submit the assignment kindly take action and postpone the deadline , kindly make this arrangement and help us please

You will have to install or get a VPN before you access the portal, (try this https://windscribe.com)
after creating an account switch it ON change your server to any server other than India and then try accessing the portal
