please tell me how do we calculate the max and min value
& how we calculate the minimum value in this particular question

For 4.1 third question put x=-b/2a (at vertex) {please go through lectures].
Here a is positive so it is a open up parabolic equation. You'll get open up parabola(minimum value is at vertex).
Quadratic equation is in the form ax^2+bx+c
