Hi
Here is how I did it- go through all the cards in the shopping bills data and look for the card with max no. of rows which in this case is card with ID no. 3 with 13 rows in total.

Whatever Prerna has explained is correct. I am also posting my solution.
Card ID 3 (Akshaya) has purchased highest number of items (13). So while tabulating the items of card ID 3 will have 13 rows. Therefore the answer will be 3.
Hope you will understand if not please write us again.
Can you write your actual name in the mail? This will help us to recognize you.
