Here the formula to calculate the number of ways to arrange something is
=n*(n-1)/2
So, 
here you have 20 obj to arrange in equal size in 4 bins ryt
so 20/4=5 in each bin we have to arrange 5 objects total bins are 4 ryt?
so we have to arrange 5 obj in all possible ways the formula here
=n*(n-1)/2
=5*4/2
=10 
So in 1 bin it is happening in 10 ways ryt? how many ways we can arrange in 4 bins?
4*10=40
