Mock Test - Stem and Leaf

The Stem and Leaf plot from Mock test is not making sense to me at all. Neither Question Construction 's options nor the final answer.

Not at all understanding. What's it asking, why it's represented like that in option and how can there be so many ways?

I think let all years be on left side and right side all respective rainfall.

Stem and leaf plot is just a way to represent numbers.

For ex- in this case we represented 14 decimal numbers using a table of 9 rows(2 empty) which are called stems. NOTE you also have to describe your scale like it was did in options otherwise we couldn't understand anything.

In the data given, we don't have any value with 06 or 12 as stem, so do we still need to write them in the stem and leaf plot ? Like it has to be in order, even if we have to leave the leaf blank?
