I got this photo from Phil North with this description of where it was. 

Hi.  This is Phil North.  Do you have the picture?  Can you id it?  Yes.  Please post to whatcom birds.  I took the picture ate 9:15 this morning.  I first saw it from in the house in the big apple tree in our front yard at Mill and 18th.  Then minutes later it came out of the thicket at the north end of 18th St.  It flew to the fence around our flower garden, where I took the picture with my iphone.  Then it flew back into the thicket.  I have not seen it since.

He said it doesn’t have a black cap and Its back is very light gray. It has noticeable black on the leading edge of its wings.

If anyone can recognize it, please help.
