Owl on the ground at Cornwall Park

We visited Cornwall park today  and saw the Great Horn owlet in the basket.  We did see an owl on the ground - east of the opening in the center.  The owl was there for at least 30 minutes - 200pm.  An adult was watching over it.  I don't know if it is common or not to find an owl on the ground for that long.  Here is a picture of the owl on the ground.
