Puppy Paws Now Allowed in TTs
The UCI banned “unsafe riding positions” at the start of 2023. This included no sitting on the top tube during descents and no soloing off to victory with your arms dangling over the handlebars, commonly called “puppy paws.”
Since then, USAC has modified the rule to allow “puppy paws” in time trials. This applies at any TT when using a road bike without aero bars; e.g., TTs restricted to road-race-legal bikes or “Eddie Merckx” categories (even though we all know that Eddie would never use a position called “puppy paws”).
You still need your hands on the bars for all other disciplines!
The applicable rules are:
1I1(k) Rider Position. The rider shall normally assume a sitting position on the bicycle. This position requires that the only points of support are the following: the feet on the pedals, the hands on the handlebars and the seat on the saddle.
3B11. Position on the bicycle. Riders must observe the standard position as defined by 1I1(k). Sitting on the bicycle’s top tube is prohibited. Furthermore, using the forearms as a point of support on the handlebar is prohibited except in time trials.
