Hi, NDLTD people,
The UF Graduate School still requires them. The other graduate programs more or less lack editorial standards, but some students use the official ETD template.
I’ve never heard an official rationale for the requirement. When I was an active scholar, I appreciated them because knowing something about an author as a person can sometimes lead to insights one might not otherwise have had.

Hi Yumi,
Most of our ETD policies and guidelines were created in 2007 before I arrived at Emory, and everyone who worked with the new ETD repository at that time has left the university. So, I don’t know how things were done at that time, but my sense is that policies were created collaboratively between the Libraries and the schools that require their students to deposit their ETDs in the repository.
Currently, when we have a new program or school approach us about having their students’ work in the repository, that’s how we do things. The Libraries makes policies around metadata, technical use of the platform by school approvers and students, copyright and licensing, long-term preservation, approver checklists, management of the platform, etc. The schools make policies around the content of the ETDs, committees (who can be on them, how they approve the work), embargoes (with our guidance), prepublishing work that is used for a dissertation chapter or thesis, etc.
