integrating proposal into ETD workflow process

Is any institution integrating the thesis/dissertation proposal submission and approval process into the ETD process?  A possible scenario might be to 
1. submit thesis/dissertation proposal (this could be a PDF submitted) to the same space where the thesis/dissertation is submitted
2. review the proposal using the ETD depository tools
3. approve the proposal (check box on ETD submission process)
4. submit thesis/dissertation draft
    4.a. If necessary, submit proposal revision
5.. review the draft using ETD depository tools
6.  respond to author with recommended revision to content, organization, and/or format
7.  submit corrected version or final version
     7.a. secondary review, if necessary (loop through steps 4-6)
8.  Advisor completes ETD submission process checks in ETD depository tools
9.  Final graduate school approval of ETD
10.  Publication of ETD to depository.

The thesis/dissertation proposal is not published, but becomes part of the documentary evidence in the background of the system, accessible only by the members of the reviewing committee and authorized individual/s in the graduate school.

I am particularly interested in hearing from any institutions that use BEPress Digital Commons.

Dear Keith

At Jawaharlal Nehru University (JNU), New Delhi India, we have developed Online Thesis Tracking System (TTS). It has following steps

1. Submission of PDFs of Ph. d thesis or M.phil dissertation along with various certificates as per university guidelines including consent for digital archiving by the student to the school / centre coordinator. We have 10 schools and 5 special centres.

2. Uploading of theses and dissertations by the respective school and centre coordinator to TTS.

3. Checking of completeness of the thesis or dissertation by the library and downloading in a temporary database. Library confirm it . Not accessible to anyone else, except two library staff.

4. After confirmation from the library, the Evaluation Branch of the university start the process of evaluation.

5. After the completion of evaluation and viva I.e. Defence , a notification is issued for acceptance or rejection.  In case of modification all above 4 steps again repeated.

6. After receiving of notification of award of degree, thesis and dissertation transferred to both ILMS and Dspace digital archiving system. All accessible on campus INTRANET.

7. Later Ph. D theses are put under open access in central repository known as shodhganga keeping in view the maximum  three years embargo or early as per the options selected by the students in consent for digital archiving form.
