Email notifications on state changes through surveys

Hi, again!

Should an update email notification be sent when a user changes the state of a report through a survey without adding an update text?

This report was marked as fixed on the 2nd of Januari, and then reopened through a questionnaire on the 26th of January:

The municipality said they didn't receive an e-mail notification despite being subscribed to updates in the report.
