Hello,

I am trying to get everything setup and see if I can give some help to improve fixmystreet app and tackle some of the issues in github.

After trying to setup vagrant I have found out that your image is very old and cant install some packages , I made a ticket https://github.com/mysociety/fixmystreet/issues/5743 

If you have the packer file , I am happy to have a look and upgrade the image to keep it up to date and help further developers.
