May FixMyStreet be installed on one of free web host space available on the web?

Hello, I'm new here but an previous positive experience with an Ushahidi platform I did for monitoring and reporting issues by a ISP.
I'd like to set up a FixMyStreet platform for my city and after having read the documentation , it is not clear if it is possible to install it on a free web host like: HelioHost which features Perl.
