Whilst I wouldn't say it is impossible to use the code in other countries, it would certainly be an awful lot of development work and require collaboration with a waste services provider in order to integrate with their systems. When you ask if it's "compatible with the postal codes of other countries" - it uses a waste service provider's backend in order to provide a postcode lookup to locate someone's house in order to show their bin collection times. This in itself is pretty UK specific, because we have a close link between postcodes and properties, that's not the same in other countries. You could e.g. replace that with a road lookup or similar, but really, it would depend upon the backend system you would be getting the bin day information from - without such a system the code does not have very much to go on.
