Proposal for new Machine Learning submodule

Tarek Ziadé and I are proposing a new module with both of us as owners
to cover "AI services and local inference" used in desktop_firefox.

Owners:
- Ed Lee (Mardak)
- Tarek Ziadé (tarek)

Includes:
- browser/components/genai/**/*
- toolkit/components/aboutinference/**/*
- toolkit/components/ml/**/*

Updating proposal for this to be "Core: Machine Learning" module
instead of a submodule.

Separately noting initial peers will include Greg Tatum (gregtatum,
current Translation owner) given the history of local inference and
translation engines.

It's been a week since the last comment/change, so I'll update mots at
the end of this week Friday October 25th if there are no objections.
