Creating new Module for "Navigator: Credentials"

We have Triage Components for

• Credential Management, where Benjamin VanderSloot is the Owner
• Web Authentication, where John Schanck is the Owner

though we do not have any Module owner for those two components.

With the increasing work we are putting into Credential Management (used by WebAuthn and FedCM) we should make sure we provide the desired code quality by creating a new Module named Navigator: Credentials.

In summary, the proposed Module will look like the following:
