New Experiments and Rollouts Desktop submodule

Hello all,

I am proposing a new "Experiments and Rollouts" Firefox Desktop submodule to replace Normandy. This would include the Normandy Client (toolkit/components/normandy/) and the Nimbus Desktop Client (toolkit/components/nimbus). I also propose that the owner of this submodule should be Barret Rennie, who has been maintaining and landing improvements for some time.

I will proceed with these changes by the end of this week if there are no objections.
