Proposing Alex Franchuk as a peer of the crash reporting module

Hello all,
I wanted to propose Alex Franchuk as a new per of the crash reporting
module. Alex has been helping me out with the component since joining
Mozilla and has pulled off the complete Rust rewrite of the crash
reporting client. He's familiar with many aspects of crash reporting and
unless someone disagrees I'll open a bug to add him to the MOTS tomorrow.
